A city on its path to becoming climate-neutral by 2030 faces growing challenges like flooding, heat stress and a lack of urban greenery. By partnering with BitaGreen, Leuven succeeded in localizing high-priority adaptation measures, designing nature-based solutions for its specific context and balancing sustainability with social equity. This collaboration offers a compelling blueprint for cities aiming to tackle climate change while creating greener, more resilient urban environments.

Leuven, a vibrant city celebrated for its cultural heritage and innovation, is striving to become climate-neutral by 2030. Through its groundbreaking Leuven Climate City Contract—a collaborative initiative involving the city administration, Leuven 2030, and over 30 stakeholders—the city has committed to reducing COâ‚‚ emissions by 80% and implementing 86 projects to enhance climate resilience.
Despite its ambitious vision, Leuven faces significant urban challenges exacerbated by climate change and urbanization. These include flooding, rising temperatures, and a lack of urban greenery caused by urban sprawl and a high density of paved surfaces. Like many cities, Leuven grappled with fundamental questions: where to focus its efforts, which interventions would be most effective, how many solutions were needed, and how to ensure these solutions were financially sustainable.
BitaGreen partnered with Leuven to address these pressing questions. By providing actionable insights and targeted strategies, this collaboration helped the city tackle the consequences of climate change while aligning with its vision for equitable and nature-positive urban development.

BitaGreen was tasked with helping Leuven pinpoint high-priority zones for interventions to address flooding, heat stress, and limited access to green spaces. This required integrating population density and socio-economic data to ensure solutions targeted the city’s most vulnerable communities, reflecting Leuven’s commitment to equity and inclusivity.
To deliver actionable insights, BitaGreen evaluated the cost-effectiveness of nature-based solutions (NBS) and their potential to attract external funding while delivering long-term value. This included modeling multiple scenarios to assess the impact of maximum, moderate, and minimal implementation of adaptation measures such as porous pavements, green roofs, and urban trees. The holistic approach overcame fragmented urban planning methodologies, empowering city planners to evaluate trade-offs, prioritize investments, and align projects with Leuven’s climate and resilience goals.

OUR APPROACH

BitaGreen collaborated closely with Leuven, engaging in regular feedback sessions and data exchanges to refine the analysis and ensure alignment with the city’s objectives. Using its geospatial platform, BitaGreen developed high-resolution maps to visualize current risks at the city scale and identify priority intervention zones for flooding, heat stress, and green space access.To allocate climate adaptation measures effectively, BitaGreen applied a systematic approach, overlaying feasible locations on risk maps to ensure interventions targeted high-risk areas. This meticulous process allowed the creation of predefined scenarios demonstrating the potential impact of maximum, moderate, and minimal implementation of measures like porous pavements, green roofs, and urban trees. BitaGreen quantified the benefits of each scenario through detailed cost-benefit analyses, calculating monetary values for outcomes such as reduced flood damage, lower heat stress, increased green access, and improved overall resilience. Return on investment (ROI) calculations ensured that proposed solutions were not only impactful but also financially sustainable and bankable.The results provided Leuven’s decision-makers with a robust framework to evaluate trade-offs, prioritize investments, and design nature-positive urban interventions aligned with the city’s climate resilience and social equity objectives.

THE OUTCOME

BitaGreen’s partnership with Leuven delivered transformative outcomes that addressed the city’s most pressing urban challenges while paving the way for sustainable, nature-positive urban development.

High-resolution maps and scenario modeling gave city planners a clear understanding of current risks and opportunities. By evaluating five predefined scenarios—ranging from conservative to ambitious—BitaGreen enabled Leuven to explore the impact of varying levels of NBS implementation.

Flood Risk Mitigation

Targeted allocation of porous pavements, rain gardens, and other green infrastructure demonstrated reductions in pluvial flood damage, with the ambitious scenario of achieving a 50% reduction in high-risk zones.

Heat Stress Reduction

Integration of green roofs and urban trees effectively lowered urban heat island effects, particularly in underserved districts. The conservative scenario alone reduced air temperatures by 4-5°C in critical areas.

Improved Access to Green Spaces

By adhering to the 3/30/300 standard, scenarios enhanced green access by 30%, particularly in districts with low tree canopy coverage.

Cost-Effectiveness and ROI

Detailed cost-benefit analyses revealed significant monetary benefits, including +€100 M in avoided flood damage under the medium scenario. ROI calculations underscored the bankability of proposed interventions, positioning Leuven to secure funding for its climate initiatives.

Conclusion 

Beyond these measurable impacts, BitaGreen fostered collaboration across city departments, empowering decision-makers with actionable insights. This process not only aligned with Leuven’s climate goals but also strengthened its ability to deliver equitable and resilient solutions for its residents.
